Yes!  That's the didactic element in Victorian literature. It's social criticism.  It holds a mirror to society and says, "this is who and what you are, flaws and all. Deal."

how about let's not just deal with our problems, but rather we change society? i just miss a response by the people. when i read a victorian novel i am just depressed. mostly because i feel like i accomplished anything. and also due to the fact that it seems alright with it all.

Well, I'd say it's more like, "there is nothing you can do unless you change your moral compass."

but that appears lacking. it's more like the hegemony of society is so pervasive that really there is not much we can do but watch our children die. and don't get me wrong, i do fear overpopulation.

Well, think about the society. They were coming off the horrible revolutions of both France and the U.S. They were just discovering that the Earth is much older than just 6000 years. They were realizing that the Bible isn't infallible.  The industrial revolution was beginning. The artists had major problems with religion, the industrial revolution, and colonialism and they were trying to confront it. So, yeah, the literature reflected that.

Jude, the Obscure is about a lot more than just a bunch of kids killing themselves. It's also about class issues and social mores.  It's just one of the best books ever written.
